Executive Order 14110 on AI was revoked on 20 January 2025 by Executive Order 14148, Initial Rescissions of Harmful Executive Orders and Actions. Section 2 of that order declares a list of executive actions revoked, and the October 2023 AI order is on it.

What it is

EO 14148 was a broad rescission order covering dozens of orders and memoranda from the prior administration; the AI order is one entry on that list. The order itself calls these revocations the first of many steps.

Because the AI order was swept up with unrelated instruments, EO 14148 contains no AI-specific reasoning. That came three days later, when Executive Order 14179 set a new AI policy and addressed what should happen to work done under EO 14110.

What it requires

Section 3 of EO 14148 directed the heads of the Domestic Policy Council and the National Economic Council to review federal actions taken under the revoked orders and to rescind, replace or amend them as appropriate. It also asked them for a further list of orders to rescind within 45 days.

EO 14179 then required White House officials to identify actions taken under EO 14110 that conflict with the new policy, and agency heads to suspend, revise or rescind them where the law allows.

What security leaders should do

  • Audit internal policies, contract clauses and vendor attestations that cite EO 14110, and re-anchor them to standards that remain in force.
  • Do not assume every document produced under the old order vanished with it; confirm each one's current status on the issuing agency's own site.
  • Track the follow-on AI orders and memoranda, which replaced the revoked approach with a different policy direction and different deadlines.
